Try to replace the modem. ( if on rent easy.
Outright purchase , after a year's use
little difficult )
Take a screenshot of SNR data page. ( or print out)
and upload at tinypic.com and
give the reference link. to him.
Explain that in your complex ,
ONLY you have BB problem. Low SNR.
Usually in Chennai CC from tech side is good , but delayed.
If no response/remedy from your exchange :
Option2 :
Last resort : Online complaint to ALL INDIA CC site.

Test :
Test your modem in "Dialer" mode in your location.
Take SNR/ATTN etc.
Request your neighbour to test the modem
in his BSNL connection.
also data from his own modem.
Get SNR/ATTN . compare. ( to test line conditions )
This data can be used for option 1.
