In my case I get the same speed during the free hours i.e. 2:00a.m. - 8:00a.m. and non-free hours which ranges and deviates based on a lot of factors like the server, seeds, line attenuation, distance from the exchange, etc.

although some members suffer from slow speeds and disconnection problem as well during free-hours i.e. 2:00a.m. - 8:00a.m. (as can be inferred from various posts about this issue on this forum)

while for direct downloads i get around 1.8mbps speed i.e. around 230KBps (which also deviates infact sometimes reaches upto 250KBps) and
for torrent an average of about 200KBps (although sometimes it rises upto 230KBps as well but the value mentioned is an average)

Many people have reported less speeds during 2 AM to 8 AM window. And frankly I am not surprised. A huge number of computers login during that time to download stuff. They are not browsing that time - they are all downloading heavily. Naturally max speeds cannot be expected.

Also BSNL does not promise 2 mbps speed. They say 256 kbps (min) and anything up to 2 mbps. There are others ISPs which will give the promised speed but that is because:
    • they do not have that much load on their systems
    • they do not have free download plans anymore (for instance, Airtel has stopped night unlmited plans for new subscribers)
    • Since the others charge a fixed fee for night unlimited (unlike BSNL) they do not have those many subscribers
    • the total subscriber base of all other ISPs put together is less than half of BSNL
    • And finally, the other ISPs have better infrastructure because they entered new, with the latest equipment/technology, while BSNL comes with a 'baggage'.
Having said all that, my personal experience is:
    • it all depends on what you are trying to download
    • I have no membership with any private torrent clubs, yet I get a consistent 220+ kB/s (1750+ kbps) speed (see attached pic)
    • I am not a heavy downloader and download may be one or two movies a week, sometimes none.
    • I try to seek good seed/peer ratio
    • I do not download from RS ever.

I get 230+ kib/s speed when I download from sites like Majorgeeks , Microsoft,Download.com . If the torrent is in good condition then I get speeds around 180-220 kib/s. But I never get more than 110 kib/s when downloading from Rshare and that too decreases with time.
So in short you can get download speeds close to 2 mbps ( 230*8 =1840 kbps= 1.79 mbps ) if your download is good and you use a download manager like Free Download Manager.
