    Default BSNL Excessive Bill- Need Your Suggestion

    Hi All,

    I am a BSNL subscriber from last 1 yr. Initially I have subscribed with Home500 Plan but due to my excessive usage needs I have changed my earlier plan from Home500 to UL750(currently available at Rs.500 in our area). I made this plan change application on 11th April'09. At the time of application the BSNL people told me that the plan will be changed from next billing cycle.

    On 17th May'09, after one month I walked into BSNL office again and asked the Commercial Manager whether my plan has been changed. He confirmed that the plan has been changed from 1st May'09. Then I asked a written acknowledgment. In reply of that he told me please check your portal your new plan is showing there. The 'Portal' , a never opening site. I have tried several times but no hope. Then again I called on 1800-424-1600. The rep. confirmed me that your plan has been changed from 1st May'09 so don't worry no extra charge will be applied. Happily, I have started downloading.

    On 23rd May'09, I got a mail in my BSNL mail ID where my plan details is as follows-

    Current Plan- Home 750UL
    Service Period Considered- 1st May'09-31st May'09

    But that mail's subject was a bit confusing. It says "Your free limit of 2.5 GB has been crossed." Getting confused I again called on 1800-424-1600, the rep. picked up the call and told me if your Service type is Home 750UL then there are no such free limit of 2.5GB. Please ignore it, that's a system generated message you will be not be charged for your excess usage.

    But I received my last month bill and the billed amount is Rs.19050/-. Please give us your suggestion as the BSNL guys confirmed my plan change not one time but thrice. Even a mail sent from their Customer care also shows that my plan has been changed.

    Please give us your suggestion and tell me how do I fight with them.

    You must have the access to BSNL portal. Try here: BSNL Portal

    Check your order status. The plan change order must show the status as "Provisioned".

    Take all the print-outs of this screen, plus all previous mails/posts and ask them to amend the bill immediately.

    if you have proof then nothing to worry...as you said that CC sent you a mail conforming plan change and please check your portal too when it got changed and just approach the concerned department the issue will be solved.

    The CC department sent me a mail statting that my free usage limit of 2.5 GB has been crossed. In the same mail they have stated my plan details which is as follows-

    Current Plan- UL750
    Service period considered- 1st May'09-31st May'09

    whats your portal says... have you checked it over there is it provisioned...?

    I couldn't access my portal. After logging in the page couldn't get loaded. I have tried several times. Can't even check my usage details.

    whats your ip address is it starts for 59.xxx.xxx.xxx or 117.xxx.xxx.xxx....?

    i have one question? which id password am i suppose to use for the BSNL Portal. is it same as my internet use id & pass or what?

    well dood, u got email on ur dataone.in email address? i guess the same id u use for internet is same for this mail.

    its not same you have to contact your exchange regarding that.

    Yes.

    Please let me know shall I fight against those BSNL guys with the info. I have provided here. Not one time BSNL have given me wrong information several times,

    As deepmohan said, portal_id is different. It looks like

    xxxnnnddmmyyyy

    where:
    xxx = first three chars of your name
    nnn = random three digit number
    ddmmyyy = date on which your account was first activated

    Contact the exchange for this. The password will the word password.

    I know dat and I have it. I told my Internet Log In id and my BSNL mail ID is same.

    A written complaint with receipt to Nodal officer and Appellate authority can prove fruitful. Address and phone no on the backside of your bill. Talk to them in person and seek help.

    You are a bit late to read this. Make sure that your plan is changed to UL 750 to avoid further confusion.

    @buggy, One thing I forgot to ask.

    The Home 500 plan speed is up to 2 mbps while UL 750 gives a max of 256 kbps.

    So when the plan change supposed to have happened, i.e., 1-May, did you notice the drop in speeds especially for file downloads?

    If you are on UL 750, your speed will be around 0.3 Mbps.

    Today I went to our local BSNL authorities and I wonder everybody is showing their attitude!! They don't even know how to behave with the customers. I just bounced from desk to desk.

    1st- Customer Care Manager->
    2nd- AOTR->
    3rd- Sub DE Internal->(Due to absence of DE)
    4th- DE Internal

    I spoiled my whole day chasing behind these BSNL people. They are saying we have placed the WO on 30.04.09. That's why they have confirmed the plan is changed. But the plan actually changed from 01.06.09. And all these happen due to the Central Authority.

    I don't know what to do now?!! Should I keep running behind these fellows or I will change my ISP?

    However, I am also thinking to lodge complaint @ Consumer Forum of India. Does anybody know how to do that??

    You have reported your Ip is 117.xx.xx.xx
    Did you anytime get a 14digit portal ID and default password as Password ?
    ( Obtain it now from your Exchange ).
    ( example ID : abc12345032008 password : password)

    Then
    log on to
    BSNL - Broadband Account Management
    or the other portal
    lhttp://www.data.bsnl.in/wps/portal

    Select billed usage for May 2009
    Select Unbilled usage for June 2009.
    See Under "MY Orders " under which plan your usage is being recorded.
    When the transition took place.

    Check the summary Total usage less free night usage .
    Take print outs of these pages.

    Confirm your BB usage/billing till April 2009 was normal.
    The previous 12 months ( or 6 months )bills will show
    your normal average usage. every month.

    Approach the A.O for waiver , if possible.
    But I received my last month bill and the billed amount is Rs.19050/-
    Appears for the month of May your total Download is around 22GB approximately.

    I can understand how troubled you are .................... But if possible you can do the below mentioned steps :-

    (1).Submit a written complaint and also don't forget to have the acknowledgement of the complaint i.e. make two copies of the complaint and thereby submitting one copy and getting the other copy acknowledged from the officer incharge .

    (2).If after this your problem is solved then you are lucky ........ but if they don't even bother to take notice of your complaint .................. then you may file an RTI against them seeking information on the actions taken by them with refrence to your complaint under the RTI act and actually come to know in which section of the system your complaint lies with reasons and also come to no why NO actions have been taken till now . The RTI wouldn't cost much just some paisae per page(hopefully you can afford it).their is a stipulated no. of days (pre-decided) in which the deparment has to reply to your request for RTI.

    (3).Then by using this RTI information you can approach the consumer forum and show the details to them .then they would file a case against BSNL on your part .

    (4).IF you don't wanna approach the consumer forum you may by yourself file a case in the court and prove the poor level of professionalism of the department in dealing with customer and teach them a lesson .

    Thanks for your information. On Monday I will contact with the Nodal Officer. Thanks a lot for giving me this valuable information. I have just checked the backside of my bill.

    Thank you too for your suggestion. On Monday I will contact with the Nodal Officer. If he can't help me out within the due date and if my internet connection is got interrupted I will definitely lodge a complaint @ Consumer Forum & teach them a lesson.

    I have my portal id & password but the reality is I couldn't open my portal. The requested page never gets loaded. Don't know why.....!!!!
