There could be many reasons why its happening, just make sure the power adapter is working good, you can test it by taking it to any electrical shop and test the voltage output.

Now you can try and reset the modem. After resert just reconfigure it and if there is any mis-configuration it will be resolved and works fine.

If you want the details of reset and configuration please update & will post the procedure for it.

If you are connected to Internet even for a minute and can surf
    Check the Mod mode selected.
    Change to GDMT
    Use open dns 208.67.220.220
    and 208.67.222.222

    Post Ipconfig /all data
    Method:
Start RUN type cmd type ipconfig /all.

What you tried . what changes you made in modem settings,
or computer LAN settings should be posted.
Simply posting " problem not solved " will discourage
    members responding to your problem.

If you are connected to Internet even for a minute and can surf
    NOT confirmed by you. STILL

You have to type ipconfig /all ( note space after ipconfig

    try again
and post only the Lease time entries.

    2.
    enter dns 208.67.220.220
    and 208.67.222.222
IN the modem ( probably in LAN page )
( make a note of NewDelhi BSNL ( sancharnet ) dns data )

the problem is that inbetween only the 4 bulbs of modem get constant and dont blink(i have heard that when the linghts blink it shows tht some transfer of information is takin place wid d internet)and then the modem restarts in the sense it does restart totally just he dsl and internet lamp restart...
but during this process the internet does not disconnect frm pc i stay connected jus the transfer of information is stopped through internet....

one possible problem could be a power supply issue
try putting your modem on the UPS and also make sure that the power plug is fully secured in the socket
