So complain to BSNL. And change your broadband password.
Yep simple solution as said by just4kix.
Complaint to BSNL and change the password and tell them to port bind your ID (usually they do it but dont know how they missed yours)
how sure are you about that?? its not common now a days with port binding!!
How did you know ?
To check use your ID and password at your friends'. If you can connect, your ID is not port binded. Request them to port bind your ID.
If you are using a wireless modem/router, others can access through your router. Use WEP for encrypting your connection. Please use

There's a common misconception that only IP's starting from "59" have roaming portability and IP's starting from "117" doesn't. Not true.
Say your IP starts from "117" and ten of your friends share the same exchange then YES, portability is possible. My IP starts with "117" and i have two friends around who are connected to the same exchange as i am. I have there passwords and they have mine. In an event my internet connection is down, i use there username and passwords to login. I works for me and it works for them too.
Those who thought that it wasn't possible to hack bsnl accounts or thought that the user/pass were unusable since ports were binded might have to think again.
Your user/pass are vulnerable to people in your own area or exchange.

As suggested above:
a) Request for port binding at the exchange.
b) Make the password really strong. Many people never change their passwords.
broadway what you are saying above absolutely correct. There is a common misconception. Broadband have with IP 117 connect from another person's line which is not portbinded.
@ Broadway, you are correct but I would like to through some light in this matter. The thing is that if you do such thing in a regular manner then there is every possibility that others password may port bind with your phone line ( when port binding will be done from BSNL) as they bind the password to that line from which maximum data has been used. One more thing is that, when you get a new connection, it does not have the port binding with your line and at that moment any one can use that password & uid. It takes time for port binding

Check unbilled usage ( JUNE) of each acct from your own telephone line ?
In whose acct the usage is shown ?

If your connection is OLD like mine then port binding wont be activate without complains and all.
Also according to my experience, port binding is not implemented immidiately after account is activated. It takes a week or two.
why did you share your id and password with your friend?
You can register a case against him for that.
Under The Information Technology Act, 2000 this carry a jail term of 3 years or fine upto 2 lakhs or both.

read the whole thread before answering. i GAVE my friend my user pass to download stuff. both of us can login with the same ID at the same time and both sessions are billed separately. here is a screenshot.
the 5+ hour login is me and the 5:30 logins are from my friend. note that both me and my friend are connected to the same card in our exchange. so this may not work with most of you here.
