You are not using the voice/data splitter. This should be connected at the first entry point of the telephone line to the house.
Check this figure.

Did you have parallel telephone connection ?
If yes then please remember all the telephone should be connected after the splitter.
If it is already present then check your splitter.

Yeah..Its problem with parallel telephone connection. I have asked BSNL to provide a separate cable for Internet.

I've set up my lines correctly, but there's still noise coming through. Anyone know the answer?
Noise on phone line means that splitter is faulty or you have not installed it at the correct point.
On the second aspect, there may be a parallel wire running into the house that you are not completely aware of.

No other lines. Starting to supect the splitter (again!). Wonder if BSNL will give me a replacement for the second time.
Please make a complaint with BSNL, request them to check the line. In the mean time, use phone directly before splitter and check. If it is a fault of splitter, it will work fine.

Remove the filter and connect telephone alone and check for Noise. If noise still present then your Splitter is OK. Register a complaint. In monsoon season the noise is common in the telephone lines due to the open joints. Check the cable termination box yourself if possible. If any rusting or loos connection make it correct.

you can give a try with separate splitter but this is something that I experienced same as yours - just read the note below :
I am using BSNL BB for past 2 years last 22 months it was fine in fact excellent later even I had a same pblm as yours like there were frequent disconnections in ADSL link and almost like a months time BSNL folks did not detect the fault. later something striked in my mind that there could be some pplm in the service cable that runs from Pole (junction box) to or inside your room. As a result I caught some line men and bribed him some 100 buks and asked him to replace my service line and you know the service line had 4 joints as a result of which there was an earthing pblm especially during rain. and there was a huge signal loss from 4 of these joints.
We are suppose to get 10 ohms till the splitter for the BB to function correctly I was getting 4 ohms due to loss in the signal from the service cable.
Now all my cable is replaced with "NO" joints in the midst as a result MY CONNECTION IS NOW ROCK STEADY.
Hence I would suggest you to check your physical line which is more and very imp for unintrupted reception of BB service.
