Do you feel any difference in download speeds for lat 3-4 days?
I used to get around 220-230KBps, but now it dropped to 180KBps suddenly....
Whatever i do, it's not going past 180KBps........
I have port forwarded and all....
No problems with that..........
Is this a case of bandwidth shaping by BSNL???????

I felt no difference yet. But I've faced similar problems before. And there was nothing anyone could do about it untill the problem was fixed after a week automatically.

This can also occur due to the torrents you are running. Try limiting the upload speeds. Try out different torrents and if there is a torrent with greater than 1:10 :: seeder:leecher ratio then it may affects all other torrents.

Lastly you can try to delete all files in the utorrent settings folder. But you'll have to re-add the torrents you were downloading/seeding.

Also try to download from Microsoft.com and see if you're getting above 200KBPS speeds or not.
