Default Low SNR ratio, what should be done?

95% of the time the ADSL link is orange (there is link) but unable to connect to most of the web sites. On complaining at the BSNL office, the JE came home and checked the connection and found SNR ratio low about 6 to 8 db.

The line man came and fixed the internal socket and the ratio showed around 11-16 db for a few days. Was able to access some sites like google, gmail etc. Again this week the SNR ratio has dropped to 6-8 db. Though the link is constant unable to access sites. Often when I write a URL in the address bar it automatically goes to search engine and displays it as one of the results.
Sometimes after trying the same URL 4 to 5 times it gets connected else the message 'Page cannot be displayed' appears.

What could be the cause for this? Is the low SNR ratio the cause for this. Is it cable problem or some setting problem.

I have a DELL laptop running Vista Basic and unfortunately IE 8 got installed.

I am so fed up, thinking of changing the service provider to Airtel

    Can somebody help....

If it is line problem we can hardly be of any use. Ask the lineman to replace the line.

    This is a line problem.

Some remedies could help. For instance, if you know where the outdoor junction box is located and can find out which is your exact connection, then disconnect the leads, clean the leads and contacts with a blade (the connection gets oxidized after some time; this process removes the oxidized layer), and reconnect.

Otherwise call the telephone man. From the first link in my signature, check out my article: My interactions with BSNL. I had the exact problem.

you could also try changing your DNS servers to opendns - 208.67.222.222 and 208.67.220.220 as you say that sometimes you can access the webpages and sometimes you cant..
