You can talk with the local exchange regarding the modem change.

If bought outright, and is more than one year has passed, no
    exchnage possible.
If on rent, may be possible.

You have the option to buy the old modem at 50% of the rent
paid so far Rs 1000/= less say 50% of rent paid for 18 months).

    See FAQ in
    Bharat Sanchar Nigam Ltd.
    Broadband FAQ No. 45 ?
Option 1: If you want to continue with the existing modem, 50% of the amount already paid as monthly rentals can be adjusted in the Sale Price of modem. ( * pay and retain the modem !)

Option 2: If you want a new modem, Full amount will be charged as per Prevailing Price for the new Modem ( * take on rent !)
and the Old Modem is to be returned in working condition. ( * funny condition !)
We have NO choice on the wifi modem/router/wifi supplied by BSNL.
What is available will be provided. Usually WA3002-G4 or ITI DNA 211-1
or siemens Sl2_141 or ZXDsL zte 531B,
(or may be a new model acquired at
    Lowest quotation !)

If if rented or within warranty (when exchange is possible), BSNL will ask why you wish to change the modem. Only if the modem is not working, giving problems now and then, etc., then they will agree for the exchange.
