No. Your account is port binded. It means you can use your account only through your land line. It won't work in others land line.

It is possible if it is not port binded, try to connect using you ID and password from your friends' and check.

To make Dileep's answer more clear:

    a) BSNL is slowly implementing a method called 'port-binding'
    b) This simply means that the broadband account id is coupled/tied to the telephone number
    c) When this is done, one can use the 'port-bound' BB account from number from that telephone line only.

    However ....

    a) All BSNL BB accounts are not port bound
    b) When the account is not port bound, it can be used anywhere on any other telephone line - all you need to know is the username and password
    c) Loosely speaking, if the BSNL IP for your connection is 117.*.*.*, then it is likely that your account is port bound
    d) On the other hand, if the BSNL IP for your connection is 59.*.*.*, then it is likely that your account is NOT port bound
    e) But the above are just suppositions that hold true 90% of the time. To know whether your account is port bound or not, check with the exchange or try it at some friend's place (at your own risk).

Not with the telephone number. There is no connection with the telephone number.

The methode is deferent. Not possible to describe here or any other forum.
    Because of GOVT issue.

Thelephone line is using for the DSL signal. This is not mean there is a connection with PSTN and DSL. The security what we call " port bind " made from DSLAM not from PSTN or phone number. We use PSTN and DSLAM in sigle line but in the main station the PSTN and DSLAM connect from separate line to one line.
I am not go through how the " port bind " is made.

If you have chance to see the BSNL Broadband User Profile then you can see how it's look like.

I can give you an example like this
One member shift from one area to another area and the exchange is deferent but his/her phone number is same but he/she canot login to the ISP. Because of port bind but not from the Telephone Number.
