Start > run > cmd > ipconfig/all, post the screen shot

check your setup.

in DSl page uncheck adsl2+

Please give data asked for, in above post.
Start > RUN > type cmd > Ok > new window
type ipconfig /all
Give as annexure the screen shot.

Open 192.168.1.1/main.html
admin password admin or utstar
see menu on left
Select statistics
see adsl DATA page.

or give only
extract : SNR ATTN and line speed data both for Download and Upload.
( and on top mod mode selected adsl2+ gmt t413 etc )
Most probable reason could be many parallel phones at home before the splitter. you get them shifted to "after the splitter"
secondly the service wire coming to your house has joints that are loose or contaminated.
your PC is too close to some satellite TV receiver cable and set-top box
always keep PC and TV apart.
finally, the line between your home to BSNL exchange is faulty and you may seek the help of JTO of your section to get these aspects checked.
follow others advises regarding setting of modem and some observations sought by them as they too would help you Analise the trouble.

You should respond to the suggestions/solutionsI tkin its fault in cable
given by members here.
Without feedback, no progress possible.
Do you want to lay a cable ( Optical Fibre?)
all the way from the telephone Exchange
to your location just for broadband ?
or
from the telephone junction box near your house ?
is it overhead line or underground ?
What is the distance involved ?
Even assuming you provide the required
high quality cable copper or optical fibre
and BSNL agrees,
Who will bear the labour cost of the job ?
yes i think there is fault in cable
Not exactly in the cable but in the pin that we put in PORT of internet in the CPU.
Just try changing that.
