Unless you fix the bad line conditions, no point in jumping to other issues.
Once you said you have UTstar modem. it is the same thing I too have . working perfectly well.

Thus you concept of switching to another modem can be rules out.
You may appreciate, when peak traffic occurs, our vehicles slow down and take more time. Same thing applies to night traffic. People are intelligent and pre program bulk down loads during the night time. thus we should not expect free and max speed both .

For example, if we apply for a fixed bandwidth, unlimited modes, irrespective of day or night our speed is assured.
Because of multiple posts, we are unable to know whether you got your issues sorted out? please go step by step and you might get Faster result.

Pune is a place where we believe that BSNL's performance is really much better than other places.

    I Completely Agree With You....
But There is "twisted Copper Cable" Available In Market..
But Its Costly yeah its 15/- per mtr
    and
Bsnl Gives Us "Copper Cable" Its 8/- per mtr.. The Crap Ones Which Is Not Capable Of Last Long for High Speed For Broadband..............! ! !
Or Some Or Other Problem Is There...

But If u Say Copper "Cable" I Agree With You
And If U say Copper Twisted "Wire" Sorry Dude But I DisAgreee

    And For Info ..
Copper Cable Is More Stronger Or Essential For Broadband Use....
