3.what is the difference between the Ip address 59.xx.xx.xx and 117.xx.xx.xx? i have a 59.xx.xx.xx IP address.i have heard there are IPs starting with 117 but never have come across one.is there some difference in technology ?are the IPs starting with 117 static?
4.are all BSNL broadband connections port binded? i can connect with my friend's ID from my telephone line but he can't connect with my ID from his telephone line.my question is why not port bind all accounts if it can prevent hacking or illigal usage?
5.if i access some sites blocked by the ISP with a proxy server,is it possible for my ISP or the government to track what site i am accessing?dont worry i am not accessing porn sites with proxy,i just want to know for the sake of knowledge.
6.i sometimes for "PURE FUN" use a software named adnanced ip scanner to scan open IPs starting with address 59.xx.xx.xx .most of the time the scanned IPs are BSNL but in rare cases i come across IPs starting with 59..... from MTNL bol.net.how is it possible for a MTNL connection to get scanned by a BSNL connection?
7.while using utorrent,is it possible to send a message to any seed or peer's IP address to which i am connected?i have heard there are softwares available that advertising companies use to send ADs directly to IP addresses but never came across one.
