    EXTRACT
It is always safe to force one end of an ethernet link to be semi-duplex even when you are not sure what duplex setting is in effect at the other end of the link.

It is never safe to force one end of an ethernet link to be full-duplex (or allow it to autonegotiate itself to full-duplex), unless you are sure the other end of the link is also full-duplex.

    Right click on "My Computer"
    select "Properties" from the list
    select the tab named "Hardware"
    click on "Device Manager"
expand the tree item named "Network Adapters"
right click on the Realtek RTL8139 and select "Properties" from the list
    go to the "Advanced" tab
Select "Link Speed & Duplex Mode"
On the drop-down menu to the right, select "10M Full mode" ( or 100M if seen)
    Click "Ok"
close out of Device Manager and My Computer properties.

    This is usual default settings.

Typically, all network adaptors will have speeds in excess of 5.4/56 mbps (10/100 mbps) even in half duplex mode. Since this is far in excess of your Broadband speed (256 kbps) no amount of tweaking on your adaptor is going to materially afeect your broadband speed

I suggest that you leave the adaptor settings as they are now. If you are not able to pick up an IP address as it seems from what you have posted, set a static IP for the adaptor in the TCP/IP settings.

Let me know exactly what is the problem that you are facing because I am a little confused as to what the problem really is...
