how to get d username or portal id. i tried registering at dataone registration and it asks for a unique id which i cudnt find in my bill

Call your local exchange and ask for username, Portal ID, password and email address. Normally they keep it in their records, as phone call can do the trick. You may need all of them in time. Normally they handover these details during connection. Also refer
