There is no call count for using bsnl broadband. Whatever plan it may be. I am sure about it.

Your Broadband connection can be On H24 24/7 and
no telephone call charges for this.

For STD ISD calls pulse times are different.
Also if another Provider's telephone number is called.
You can ask for details of STD/ISD calls made from your
    telephone.

Add to book marks for frequent reference:
    Bharat Sanchar Nigam Ltd.

114 calls mean 114 pulse. one call that you make may constitute multiple pulse.

    pulse rate for H500C
    Local landline : 180 sec
    Local Mobile : 60 sec
    STD Landline 120 sec
    STD mobile : 60 sec

so if you call one local mobile no. and talk for 10 min, you will be billed 10 calls (10 pulse)

however, I hope that you keep your phone locked using the dynamic lock facility to prevent misuse.

For broadband usage, the voice part, i.e., calls and pulses, is untouched.

You may have made voice calls. As panchabhut said, you may be calling mobiles or STD where pulse rate is higher.
