Default Problem with DHCP in UTStarcom modem and 691 error

I am having a BSNL UTStarcom modem.

When I connect to modem using LAN cable (ethernet), I am not able to connect to it and see 192.168.1.1 page. [I should be able to see this page with DHCP irrespective of internet working or not, right?]

However, if I disable DHCP in my LAN connection and assign the IP address manually, I am able to connect to the modem.

I hope this manually assigning the IP address should not cause any issues.

Also, I am not able to connect to Internet and get 691 error (username/password not correct). I have checked with BSNL and my username/password is correct.

Any Idea what could be the problem? My Link LED is on.

    Regards,
    Naresh

Mention the correct details of the modem .
is it adsl modem or adslmodem+router +Wifi

Check here and select your modem and follow instructions.
Reset the modem with power on for 20 to 30 seconds.
    BSNL BROADBAND MAIN MENU

    or
see this link having links with screen shots for Utstar com
