    Lightbulb Static IP

BSNL doesn't provide Static IP unless you have paid for it. Everytime you reconnect, you are allotted a Dynamic IP. Your first 6 steps are to configure LAN IP and step 7 "Reboot the modem" gets you a new WAN IP.

BSNL allot IP's to subscribers according to their plan, so it's not possible without paying BSNL.

Services like NO-IP, DynDns maps domain name to your IP so you can access your computer from outside world by specifying your domain name but your IP still remains dynamic.
