I think I have simply the worst experience with BSNL. I never got speeds above 110 kBps when downloading either from well seeded torrents or direct links. I got excess bills and also no bills for 3 months now. I experienced the torture of trying to explain my issues with the customer service.
I had frequent disconnections too earlier but they were not as frequent as they are now. From the past 4 days, I am unable to even chat using BSNL broadband. I called the customer service but all I got from BSNL was a few calls asking me whether the problem was solved or not but they never cared to solve the problem. This is simply too much for me and so I got another connection from local cable internet provider. I just happened to check the ADSL statistics and that explains the reason for the frequent disconnections. My SNR value is -2.2. Thats right, a MINUS 2.2. I wonder if anybody on this forum has faced more problems than me.
