The numbers show the maximum possible speed for your connection. Downstream means download. So you can get a maximum of 2046/8 = 255 kBps.
Similarly your maximum upload speed will be 63 kBps. Your plan cannot be known by this but most probably he does not have an unlimited connection because the maximum download speed for unlimited connections has to be 256 (32kBps). But you can confirm it by calling the customer service at 1500

    (1) does it mean download speed of unlimeted is less ?
--- I have verified the speed I got it as "download 231 kbps & upload 139 kbps"
--- I thought more speed means - it's unlimited conection

    (2) my brother might already have an ID/ password (which he does not reveal) can I also get an ID from BSNL to know the account usage/type of account, etc.. ?

or (3) can I know the type of account from any other way ? (i know the wi-fi router id/pass...)

--- my brother keeps warning me "don't use net for lomg time, don't download anything we have limited connection" (..I feel it's not true)
--- I am sure it's not night unlimited plan because he does not use the net b/w 2-8
