Default Picasa very slow in 1 MBPS connection

I am in BSNL unlimited 1 MBPS plan. My problem is picasa and google related sites is too slow especially picasa wont load images and takes hell lot of time. Other websites are pretty fast. Kindly suggest me a solution or let me know where the problem is. I have windows 7 installed and even in xp picasa is damn slow. I am using netgear DG834G V3 router. The SNR and line attenuation values are outstanding

SNR: Downstream is 31db upstream is 20+
Attenuation: 20db and 4.5db (downstream and upstream)
Connection downstream: 2042 kbps upstream: 512 kbps

The other thing is the download speed is not constant. The speed fluctuates anywhere between 125 and goes all the way down sometime to 35. The speed does not remain constant I have also checked results in speedtest.net and the results are good but still downloading and picasa is too slow
    pls provide me a solution

It could be a DNS problem. Select Obtain DNS server automatically.

i think if the problem is not solved by above methods , then its issue of upload speed. check your upload speed on 4shared.com or any other site.

Provided your line is clear and has no issues , also make sure you have splitter in proper place, i suppose , its port problem. ask your BSNL exchange to change the port.
