apparently yes. It should have been around 480 or so
btw , did you ever replace the adopter powering the Modem? and which modem do you use.

Am on UTSatrcom WA3002G4 router, and about adapter i have no idea because once i had ITI-DNA router it had some problems so got it replaced with this one, it seems to be the adapter of UTStarcom only.

This is what printed on adapter:

    Switching Adapter
    Model No: PA121200
    Output: 12DVDC @ 700mA
    Make: UTSI

any change we try to seek from BSNL would hamper the good speed you are getting on incoming. how ever, perhaps you may check the statistical data of permitted maximum on download, and if that was less perhaps it could be got re adjusted. Also, perhaps you know of interferences from TV and digital TV cable including the Satellite STBs on your internet. So, please do keep them away from your PC

This is my Statistics -- ADSL

    SNR Margin (dB): 30.3(Downstream) 31.0(Upstream)
    Attenuation (dB): 16.0(Downstream) 3.5(Upstream)
    Output Power (dBm): 12.1(Downstream) 16.9(Upstream)
    Attainable Rate (Kbps): 11616(Downstream) 1152(Upstream)

    Rate (Kbps): 2048(Downstream) 256(Upstream)

Whats the normal upload speed set for Home Combo Plan.?

My router and laptop are in my room and all other electronic items you mentioned are in my living hall so can rule out that even my lead in cables too are away form electrical wires.

Adi420 paper for Home 500C plan, even while he was suffering low download speeds, his upload is above 500
you should have at least around 450
