Free phone call is possible in BSNL Network using PC???
Pls give the reasons and technologies...

Not Possible unless you use broadband. Skype will work fine but not free.

Free calls are not possible in any network be it Bsnl or Airtel or Mtnl or whatever.

Reason being why would a company provide you with free calls? How would they meet the costs involved and how long would it take for such a company to go bankrupt if they provided free calls from PC to Bsnl phones.

Can you work for your company and not ask for your salary? Can a taxi driver drop you off at your desired destination for free? Well VOIP calls are also a service provided by a company or establishment and voip calls come at a cost for the provider so they cannot give it away for free.

So all in all "No" There is no way you can make free calls. You could have asked how to make cheaper calls to Bsnl phones and My answer would be take a Bsnl phone and get the plan which gives you cheapest tariffs for calling other Bsnl phones.
