Speed would depend on the number of seeds and peers there are for the file you are downloading. Also depends on your own connection speed.

What speed is your connection and what speed do you get on torrents?

You are using 700ul plan which have speed 256Kbps
The speed you are getting 23-30 KBps it's OK

If you want to get upto 2mbps speed which meen 2048Kbps where you get the 200 to 256KBps then you have to shift to BB500 or BB1000 plan which have Night Unlimeted 2 am to 8 am

Ahh see if its a 256kbps connection then thats the max you get 256/8 = 32KB/sec

As you said you get 23-30KB/sec I think thats the best you can get on an adsl connection.

Anything better then 90% of the max is a bonus on adsl.

Get a higher speed connection to get faster download speeds.
