Probably you got the telephone connection earlier.
    CONFIRM
In the bill Installation charges/ for both telephone/BB
    Modem cost ( Mention model/make/number)
Security Deposit for Home 750 U/L ( one month)
    Telephone installation charges.
    local calls/std/ISD security amount
for Oct/Nov/Dec might have been included.

Post the bill break up Telephone calls/ rent/Security Deposit TAX etc

Your data usage under Home 750 upto 28th not charged.
Check your usage at BSNL Portal (Under Home 250)
with a 14digit usage portalID and PW.
    Obtain from your Exchange.

PS: This forum is not connected to BSNL in any way..

A written complaint with receipt to Nodal officer and appellate authority might help. Address and phone no on the backside of your bill.

You were using unlimited before. In 250, you can use only 1GB. You probably used much more than that. Also, see that if he bill is 5800, you're extra charge is exactly 5000. So it may be some other charge.

Depending on your area, write an application and walk into the office of the regional customer service manager, explain your problem.
And as long as you can justify that you are right and its their mistake, he will be able to wave of the bill.
I have done this 2 times, once I got waver of Rs2000 or so, and next time it was more than 20K!! ( this one was due to change in plan issue, similar like yours).
Remember, be polite and try to show fact and figures.
I can further elaborate on various arguments you can put forward.
