Yes. BSNL calculates from 15 th Feb to 28 th Feb. Not one month slot. Did you checked the portal ? What does it show ? There are reports of wrong intimation from BSNL. Check your portal and confirm.

When you join in the middle of the month,
your usage is calculated for that month.
in this case 15th to 28th feb.
BB usage rent /usage quota will be 50%
Telephone rent for full month ( if applicable )
Free telephone calls also 50 % for the tariff plan you have selected.
From 1st march onwards it will be for full
month.
Billing Month starts on 1st and ends 30th or 31st
