The people you meet in the BSNL office for biling or whatever else and the CC people they dont have acces to the main portal.
The plan what they are shows to you in their computer that is not an important, the important is what you see in your portal.
This is true that the bills are generated by the accounts section but according to the portal usages not by their system shows plan.
If you dont apply for plan changes then it's better to talk to your SDE
I think SDE will sure help you.
Another things you have to know that for giving Static IP, for changing plan and others account related issue solve by the Local Exchange, If that local Exchange has the SDE or DE office. You dont have to call NIB people or they dont have to call NIB people to do this simple things because this Exchange has BSNL agent who are authorized to access the Admin portal to do this job. Thats why you got a static IP within a hour.
