The new plan need not get activated on 1 st of every month. It normally happens in the 1st week. As per the records you gave, you plan change request is yet to be processed. I am also waiting for my plan change request (which I gave 1 week back) to be processed. When I phoned them, BSNL people said since it is year end they will process the request only in April and today is the first working day. Make a call to the exchange were you gave the application and enquire the details. Follow ups can do magic with BSNL.
