Default Horrible latency between 7am-8am almost every day

Every day between around 6:30-7ish up until 8-8:30ish latency is absolutely awful to any server outside india.

Is this a problem common to any BSNL connection ?
Is there any way to fix this ?

Sometimes disconnecting and reconnecting to bsnl fixes the problem, sometimes it doesn't.

    SNR up/down - 18/29.5
    Attenuation - 3.5/23.5

    Try
    google dns 8.8.8.8
    and Opendns 208.67.220.220
    ....................208.67.222.222
Mention mod mode used. Tariff plan used. All speeds have been doubled for old and new BSNL users. 256Kbps to 512 Kbps etc.
    Check speed at
    http://speed.airtelbroadband.in
    ( about 2.5 MB used)
    POLL ends April 2010.

-using bridged mode (one of the reasons for using this is reconnecting sometimes fixes the latency problem)
-Home 1000 (are you sure speeds were changed for this plan?)

i tried google and open dns, but the difference in latency is marginal i.e. in the range of +/- 10-20ms

I felt the same way , although not everyday but often, specially in last 15 days.

got a bsnl tech guy to check my line, he said everything was ok

anyway still get absolutely awful latencies to any server outside india; the problem is getting worse, latency has been awful to all US servers both late last night and almost all of today up until now (12:56)

150-300 ms higher than normal ping times.

    Cairo :

    Riyadh (saudi arabia):

    UK:

    New York:

    Los Angeles:

    Seattle:

    Sydney, Australia:

    Moscow:

    current snr/att
    snr :16 dB /26.5 dB
    att: 7.0 dB /14.0 dB

^LA, New York and Seattle seem fine; however Anywhere in Europe/australia and middle east are extremely high latency.

Is BSNL completely messing up routing somehow ? Is there any way to fix this ?
