This is clearly understandable that there is no problem from your side. If the problem from your side then you cant browse all of the web site or facing same problem on all web site.
If you see from the proxy server you can open those site ( which you mention ) very quickly, or can be open, then the problem on the Route side of the network of BSNL.
I can only say that your side is OK.
Another thing you can try in your side that delete or clear all the Temporary Internet Files from your browser and check.
