    Smile not getting proper speeds

hi. i have 500 c+ plan. I checked my speed on speedtest.net. my download speed is 1.72 mbits. and upload is 0.33 mbits. so i should be getting around 210 KBps speed. but in torrents and http downloads i am getting just 170 KBps. I have tried all tricks like port forwarding etc etc. so can anyone help me get the proper speed?? thanks in advance.

Speed is not constant. for all servers.
    Try tcp optimizer from speedguide.net.
Change in torrents U/L speed to Minimum. speed .
