i have home ULF 900. the speed is 512 Kbps. but in torrent downloads, i am getting just 50 to55 kBps. i have to get 64 KBps shouldnt i??

Save/backup current settings of router
to say C://My Documents / wa3002g4 speed 55kBps.

Lols...You are lucky that you are getting 50-55 in torrents.
What do u expect from BSNL? to give u the promised speed all the time?
Its only theoretical speed.We cant never get the full bandwidth even in direct download.So expecting full bandwidth in torrents is too much.
My speed is 256KBps
My direct download speed is 230+ and torrent speed is 180+
Not all users are lucky enough to get the promised speed. I use ULF 1100. I get an average of 170 KBps where as the promised speed is 2 Mbps.

Speed is not constant in the web, and varies from server to server. Torrent downloads are not standard measurements.
Regarding your "RIGHT" to get 64 KB/sec H24, will revert to the subject later.
Feedback.
Get your line checked. Improve your SNR and attenuation values. It may help.
Seek help from your line man. Ask him to avoid joints and cuts in the line. Use a single line from junction box to splitter.
