I was facing this type of problem, even I have formatted my hard drive 2 -3 times but no result. Ultimate I tried this FixItUpDZ1055.exe and it worked for me. You may try this.

Make the number of active downloads in your download manager as 1. Do not try and download too many files at a time.Try using Firefox 3.0 and beyond versions. Do not install many plugins as it is known that too many plugins will slow down your browsing/download speed. Reformatting/changing the OS should be the last resort and for complex windows problems.

    1. Mention plan.

    2. Clear firefox cache. Use standard windows registry cleaner to delete software remnants after uninstallation.

    3. Post speedtest.net results, pingtest results.

    4. Post your SNR and Line attenuation values. Go to 192.168.1.1 and login using admin and admin as username and password respectively ----> Advanced ----> Copy paste the SNR, attenuation data.

    5. Try alternate google open DNS. The following is a helpful link...

i think you should get a new modem. maybe that would work. but inform the bsnl customer service first.
