There is a difference between downloading something off a site using your browser and downloading something using limewire..
When you use limewire you download small packets from a number of different sources some times hundreds and thats why you are able to use the max bandwidth of your connection where as when you download from one server your source is just one and it might be that the server is experiencing high traffic and your speed fluctuates as the load comes down or goes up.
One solution is use a download accelerator (I use xi and is pretty good) and you can make 10-15 seperate connections with the same server but that when the server on the other end allows download accelerators coz most dont..
xi is the best but you can try dap aswell google it to find it xi is open source dap is i paid i think not sure, google it.
