    check following items
    1. whether you have wireless facility and
    2. if so did you have a proper security and have not by mistake revealed password , even for a days request to some one adjacent
    once password leaks
any one can eat the bandwidth
even in 10days where your modem is ON
    3. whether you or some one at home downloaded any movies and saw?
I knew one case like this. the son of a Building designer saw cinemas and father had to pay for it

I feel that there could be some error
in opening and closing readings as you have indicated that you shifted from one to another plan.

Once these issues are taken care by you.
perhaps you can lodge a complaint of excess billing and meet the accounts officer concerned.

met accounts officers and gave a written complaint but still now no respose, i think due to migration to unlimited plan and downloads of more data during day time has been wrongly counted by BSNL ppl to 500 night 2-8 unlimited plan and prepared the bill

Go to usage portal and check your usage.
Also check when tariff plan/s have been changed.
You should use/give the correct tariff plan names as given in their web sites.

perhaps they take time to investigate
try to meet the officer again.
take a look at what all you downloaded
    I think
you might have thought that day after giving migration letter
    you are on new scheme
    perhaps NOT.
ask them, when did they change you to new scheme and ask for break up

and if you downloaded too much from the day of migration, perhaps you may think of paying the bill
