    Default IP problems

I have two internet connections; one bsnl and the other is with a local provider. I have beetel 450bx1 for bsnl. Whenever I connect my adsl cable to the lan card, the ipv4 address shows ip address of the local provider (for bsnl??). Why is this happening? Maybe due to this i'm not able to open the 192.168.1.1 router page, and also not connect to the internet. By the virtue of windows 7 which helps autodetect most problems through troubleshooting, am I able to solve this issue. While troubleshooting it reports me that the dhcp server isn't enabled. Then it does it for me, and only then I have internet access. I have configured my router to PPPoE mode. How can I save myself from this trouble of troubleshooting most of the times?

You cannot connect two ISP connections to same ether net card or single system.
You have not mentioned whether the local provider has provided a modem ( Cable Modem ?) or connection goes direct to Ethernet port of computer.
. You can try USB port settings for 450BXI and Bsnl ( VPI/VCI 0 and 35)
Check the link WA3002-g4 below for details.
Only one connection will work at a time. ( No speed addition etc )
    Feedback.

I have tried connecting both connections to the same adapter, one after the other, and after experimenting with random configurations I am able to use both successfully. Anyhow, I quit using the other local internet service. The root problem was my antivirus (ESET); I configured it.
The local service had no modem, directly to the ethernet port. Thanks.
