You did not mention which exact plan (just UL is not sufficient).
Assuming that you are under that plan BB Home Combo UL 750 (previously known as UL750+), you should be getting a (practical) speed of 60 KB/s (480 kbps). There was a recent speed upgrade on this plan from 256 kbps (32 KB/s) to 512 kbps (64 KB/s). But I also heard that the speed change has not occurred uniformly across all places.
If your friend is getting 70 to 110 KB/s (not kbps) then he is lucky.
You cannot check speed on BSNL portal. To check speed go to Speedtest.net - The Global Broadband Speed Test

try to use google DNS 8.8.8.8 and open dns 208.67.220.220

The speed will vary for different downloads and web sites/torrents etc
and as a standard above speed test is recommended.

You can also tweak with tcp optimizer from speedguide.net. use optimal values and keep slider at 512 Kbps.

If your friend is getting 70 to 110 KB/s then it does not mean that u will also get.
My home connection is 1/2km away from BSNL sever and I am getting 190-200KB/s download speed. and one of my friend have 5-6km away from BSNL server and he was getting 220KB/s have same plan. Then what we can say is the wire problem.
I think u should ask ur BSNL center to replace ur telephone line cable with new one.
