I don't think so. Look it's BSNL. Its servers are always slow. Now for good speed you have to maintain your computer. Try clearing the temp folders. Defragment the drives. Clean any registry errors.

Defragmented Drives, used Ccleaner to clean cookies, history etcetc from IE8, firefox and Chrome , I use Tuneup Utilities to maintain my PC. I even Formatted and installed OS . Scanned for virus using Nod32 AV and Spybot Terminator to scan for spyware, malware.

But dont you find it suspicious that my speeds are always slow from 10 to 5or6PM?

Do you have wifi ? If yes, create a white list for your pc/laptop using MAC ID. You may also use Zamzom wifi tool to check who all are connected to your wifi. Airsnare has also similar features.

Check whether your connection is port binded or not. May it is just your feeling or a temporary phenomenon which will get ok in a week. Install Bitmeter and check whether there are any downloads in the background.

What does "Port Binded" mean and how to check it?

Port binded means your ID and password will work only on your telephone line. Just try to log in using your ID from your friends' place. If you can log in, your connection is port binded and a hacker can use it from his line.

If you are paranoid about it, just check with your Senior Divisional Engineer and tell him your doubt. He can check whether the connection is through your modem or a third party connection.

If u r thinking that someone is stealing ur connection. then u should disable ur wireless by opening a router page type in a browser 192.168.1.1 and login id and password as admin, admin.
If u do not have wireless then u should check ur cable, and always change ur password every month.
If someone is stealing ur line and use ur internet then u will be know if u check ur usage in data.bsnl.in there u will be see when when u have connect to a internet with time date and usage. If someone has connected to ur internet then u will be able to see there.
And one more thing that, let us assume someone is using ur internet, stealing ur wire and entering ur password ok and then when u will try to connect to internet then it will show u that ur phone line is busy (this happens because ur phone no is already registered to ones ip), if this happens then u must take care about this.
and disable all the automatic updates to prevent bandwidth usage.
and do not download run any exe file downloaded from email because those contains keyloggers which will hack ur computer via internet.
so, it is better to first format ur computer this will remove any dangerous software that using ur bandwith.
and if again problem was not solve then complain on bsnl customer care center.

Check with the Senior Divisional Engineer (SDE). He will be the right person to help.

Changing of password has really helped me. Now i am downloading @ 55kB/s and uploading @ 52kB/s and browsing almost normally with 3-4 seconds delay.

    Thumbs up It's network problem

    Dear,
Even my friend was facing the same problem with same network, but when he switched to Reliance, he felt a great relief. Thus it's a network problem not the issue of bandwidth stealing. Reliance is offering unlimited browsing & downloading starting at RS. 499 with Rs. 50 free talktime in Delhi.
