Speed will be same in all operating systems. You may choose whichever you like. Both Windows and Linux are good.

As all others have said speed wiil be same in all OSs. But if you are installing Linux, please check if your ethernet card is supported in that Linux version. Such driver incompatibilities are mostly absent in Windows.
