You can check your status in the BSNL portal. If it says provisioned against your status it means your plan has been changed.
15 days is quite normal. Believe give them more follow-up calls, then only will they change your plan.

Don't expect plan change to happen in first of every month. It normally take a week. A bit longer depending up on the follow up. Call them regularly and enquire.

    You may also try this

Go to data.bsnl.in, log in using your portal ID and password. Under postpaid orders, enter the telephone no in the prescribed format and hit " search order ". Check the status as provisioned and effective date.

Wait till you see the status as provisioned. Suppose you have 1.5 GB limit in your previous plan, then 2/30 * 1.5 GB is allowed for 2 days. Extra usage will be charged for excess MB. Since you have moved to a UL plan, the rest will not be charged.

If you are not charged now and if you move to higher plan, they may charge you one month rent as advance.

Plan change process can take anything for 2 days to 3 weeks. It totally depends upon the efficiency of the people at the exchange and their willingness to do work.

Normally, when you move from a lower cost plan to a higher cost plan, BSNL is prompt to collect the deposit difference. But in case of the reverse scenario, they conveniently forget to refund the deposit.
