Dial 198 for Landline complaint booking and 1504 for broadband complaint booking.
I had tried this service and the response is good too

Send an SMS : BBF Landline Number prefixed with 080 to 52295 or 9448077777

Example: BBF 08023456789 Send to 52295 or 9448077777

Sure response from BSNL, the next working day of sending message.

IF you are in Chennai:
from another telephone you can try automated complaint method
Usually first four digits + 1191 ( or any other )
example 2742 1191. etc.

002:
If Broadband is working use Online web site.
EXAMPLE: Registration required.

If Not In Chennai mention circle std code.

004:
try other numbers sms etc mentioned above.

Go to the Nearest(your ) Telephone Exchange and make a complaint !
