Default upload bandwidth reduced to almost zero (weird case)

    location-panipat (haryana circle).
    i am on a 750 UL connection.using a Dlink adsl glb 502T router,in pppoe mode.
since saturday afternoon, upload speed has reduced to almost zero.can't upload anything on rapidshare, youtube,or even this site. utorrent upload speed is .1-.2kbps.download speeds are fine.getting 59-60 kbps on direct downloads and 51-52 on torrents.i am actually superseeding a huge torrent file and all my peers are stuck at 99.5% since this problem happened. i have tried open DNS and google DNS and also the combination of both, but failed .speedtest.net tests show download bandwidth of .6 Mbps but upload test fails.

    Modem Status

    Connection Status Connected
    Us Rate (Kbps) 451
    Ds Rate (Kbps) 2043
    US SNR Margin 12
    DS SNR Margin 31
    Trained Modulation ADSL_2plus
    LOS Errors 0
    DS Line Attenuation 13
    US Line Attenuation 4
Peak Cell Rate 1063 cells per sec
    CRC Rx Fast 0
    CRC Tx Fast 0
    CRC Rx Interleaved 0
    CRC Tx Interleaved 0
    Path Mode Interleaved

is it possible for only the upload wire of the telephone cable to get damaged? i have never heard of such a case any where and it does sounds a bit foolish to me.also as far as i can see my SNR and Attenuation values are excellent.could it be a problem from BSNL side?
please help me sort out my issue.

    Try these

    start > run > cmd > ipconfig/flushdns

    start > run > cmd > ipconfig/ renew

@meetdilip-those commands worked fine but it didn't solve the issue.
@essbebe-did check access control page of router and played with all the settings, still no solution.
    thanks for the interest anyways.
i hope it's a fault from BSNL side.

    Glad to note problem solved.
But if you had tested the speed , the "GLITCH" could have been confirmed. What you had posted was the modem's synchronised rate.
