Default Extremely high packet loss for the last few days; websites opening slowly, anyone ?

Since Monday 20th July most websites have been opening very slowly; with tremendous packet loss to almost every server outside India.

Each session shows huge problems opening groups of websites that have servers in different countries.

switching dns servers or reconnecting 50 times isn't fixing it either.

here's what pings look like :

    SNR/Atten seem normal :
    snr - 15 dB /25.0 dB atten - 7.0 dB /14.0 dB
    bsnl Home 1000

Occasionally disconnecting and reconnecting 15-20 times results in a slightly better routing somehow and it goes back to normal.

BSNL has been absolutely awful for all of this month, almost as bad as February when the undersea cable broke. Something major changed, anyone know what's going on ?

    >Change DNS servers
I've tried multiple dns server but the change is trivial (5-10 ms difference at the most)
    >try always on mode
tried this - basically this prevents you from reconnecting and getting a better routing. So you're stuck with 1 routing forever be it good or bad.
    >use G.DMT
    tried this - no difference
    >get line checked/exchange
did this, both are perfectly fine (telephone works fine too)

I can't think of anything else

The common excuse that the BSNL staff say for these problems is that, it is due to the doubling of speed in the Unlimited plans. But this excuse holds no fort.
    1. Get your port refreshed.
    2. Type in cmd ipconfig /renew
    ipconfig /flush dns
    3. Try clearing your browser cache.

sorry I don't know how I can do this. Does bsnl need to do it ?

This was one of the 1st things I tried.
It led me to believe it's not something on my end.

*right* now latencies to all US servers are steadily increasing. When I started this post they were at 280ms, now they are up to 448ms. (im pretty sure they will go up to 500-600 as 8am approaches).

all these problems are in addition to the typical congestion that happens about 5-6 times a day (peak hours for everywhere in the world apparently)

So ultimately only a few hours in the entire day give perfect latencies with no packet loss. Most of the free nighttime period is wasted.

Can anyone else confirm this pls

Yes, you need to contact BSNL to this, since it is done at the exchange. Better you may contact a higher authority or you may be just wasting your phone calls to the lower staff who will ever delay the work.
All this trouble is due to the heavy congestion in the lines which are just overloaded.

    I guess it isn't a local/exchange issue then
