It is ridiculous to see that speeds are same for Users who are paying 1350 and 750 ? Even after 2 months, BSNL has done nothing ? I'm planning to move forward this to media and consumer court.As I'm paying double. What you all suggest ?

They, the BSNL people, contend that upto 15GB of download the speed for ul1350 is 2 mbps after that your speed is reduced to 512 kbps as you are enjoying higher speed upto 15gb we are charging a higher amount. Moreover, you are at liberty to choose any plan you want nothing prevents you from opting for ul750, so even if you take them to the court there is a very high probability for the BSNL to win the case. So, there is a very little chance that you will succeed.
If you feel, UL1350=UL750 why did you go for UL1350? What stops you from opting UL750 plan?

@MVB4U , Did I quote that I have consumed entire 15GB ??? , I have converted to 1350 since an year.. ! Until this date I have been getting 512KBPS except for 2 days where I got 1MBPS after that it reverted back to 512 Plan.I feel deprived for paying double since 2 months and no information at CC or at my local exchange.

speed is still 512kbps which means UL 1350 = UL 750
just downgrade to UL 750!

If your plan shows to you UL1350 then stay with it for next 2 monts because BSNL upgrade the plan of UL1350 512kbps to 1Mbps in this month of 1 july, for some reason they restore the old speed. I dont know the internal reason. So maybe they upgrade the UL1350 plan to 1Mbps in next month or later. UL1350 and UL750 canot be the same bandwidth plan and BSNL know this and thats why they upgrade the plan to 1Mbps, for some reason they have to restore the old speed.
