i think the modems wireless drivers are missing

If you got the modem from BSNL, ask them to replace the modem or set up wireless for you. Firmware update, if went wrong, will damage your modem permanently.
If they are not attending, give a complaint to Nodal officer or Appellate authority. ID and password on the backside of your bill.

Appears you have been given a Type 1 modem with wifi disabled.
How much rent you pay if on rent ?
How much you paid if outright purchase ?
FW update will not work and restore WIreless, as wireless board is missing.

i paid 1800 for the modem. it was working fine for upto 3 yrs. but as i restored the modem this problem was created. i also tried to update it by FW provided by bsnls motive site. but it dosent have a image file, its rar file which dosent support. my modem isnt in warranty so they said it will not be repaired, i showed at many shops too but didnt help.i think correct updation of FW will solve the problem bcoz whenever i start surfin the bsnl motive site opens automatically
Elsewhere, I had given firmware updates link for ZTE531B.
