Is torrent downloads running in background ? If so you will experience low speed while browsing. Reduce the torrent speed and check.

    1. Try another browser and check.

    2. Clear browser cache and check.

    3. Try Opera Turbo and report the experience.

I too was facing this same problem some 2-3 weeks back. My problem got solved after a restore of system image. For me it was a problem of network card drivers.
Try reinstalling your network car drivers.

    Default Same here.

Same thing here, according to BSNL guys we have some low speed because of the increased bandwidth to the UL750 users.

BSNL has nothing to say on the matter - they probably don't care either. They will fix it on their own time, if they want to.

We can only speculate why bsnl service right now is so awful; it's not a international routing issue like early this year (with the undersea cable break), it's something wrong with bsnl's clogged routers, or cheap/bad routing they purchased to international servers.

THIS PROBLEM HAS NOTHING TO DO WITH DNS.

switching dns servers will not EVER fix 200-250+ms latencies, or fix 25% packet loss.

    stop recommending this, please.
