Default Normal browsing but Slow Download speeds

Since the past few days, the download speed has reduced to minimum while the browsing speed is almost the same during NU (2-8 A.M). Is anybody else experiencing similar problems? I used to get speeds like 212-220 KB/s, but now its around 40-60 KB/s. Details follow :

    Location : West Bengal
    Plan : Home 500
    SNR (Downstream) 36.5 dB
    SNR (Upstream) 22.5 dB
    Line Attentuation(Downstream) 25.5 dB
    Line Attentuation(Upstream) 16.5 dB

Browser : Firefox (tried clearing cache, No ADDONS)
Antivirus : Avast Internet Security (with license)

    Speed test results :

Tried Open DNS with no success.

    Any suggestions?

The server/s at DHAKA/NewDelhi could be the reason !

post tracert/ping to a few servers so we can see where the problem is:

    1. click start->run; type cmd, enter; type ping <any website> /t
    2. click start->run; type cmd, enter; type tracert <any website>

copy paste the results here. (right click -> mark -> select what u want to copy, paste here).

i believe all 59 series ip's are having severe latency/congestion/packet loss/low speed issues.

you can ask bsnl but i doubt they will help.

these tools also let you see visually what's wrong with your connection:
    3d traceroute tool : 3d Traceroute
3d ping graph : Free Ping Tools, Ping IP Tools, Ping Software for Network Engineer - Colasoft

you can upload screens from these on a site like imageshack - it's great to figure out where you have issues with your connection.

As others have stated, try open dns or imo try reliance dns (it's pretty good especially since you're from kolkata).

you can also try tunnel/proxy servers to websites you have issues with.
