bt.transp_disposition - Determines the kind of outgoing connections from your client. Incoming is not affected. Its value can be 0,1,2 or 3
    0: attempts only TCP
1: attempts both TCP and uTP, drop TCP if uTP is successful
2: attempts uTP if supported, TCP otherwise
    3: attempts only uTP

In 1.8.2, default was changed to utP only. utp is the protocol that tries to slow down bittorrent when network load is more. It was made so isps won't complain about bittorrent congesting the network.
For this reason some people might say 1.8.1 is better but you can always turn off utp in newer versions. I personally have never seen slower speeds with utp on and mostly nobody cares about it.
That version of utorrent also doesn't support udp. Some say udp is more prone to isp throttling. But bsnl doesn't throttle bitorrent so you dont have to worry about that.

You say you are new to bittorrent so I highly doubt you use any private trackers that restrict certain utorrent builds cause their website hasn't been updated and the ratios might not be updated correctly. the only build that none of the trackers allow is 2.0 cause utorrent had made it in that version so people with slower upload speeds would upload less and more load would be put on those who have higher speeds.
My suggestion is dont worry about the client versions, just use the latest version if you use public trackers and for private trackers just use the latest version that they allow. Like if a tracker allows 1.8.1, 1.8.5, 2.2.1 and 3.0, I would suggest use 3.0 . Just select a proper upload speed when configuring your client and that should be enough.

can i download multiple torrents at a time
If you are on 512 kbps, just put total = 2 or 3 (can put even more, cause less upload is needed as overhead for 512kbps)
    download = 1.
If you are on a higher speed like 2mbps, use total = 2 or 3 (more is fine but use max 3 so you download is not affected)
and download = 1 or 2 (depending on download speed)

upload speed = put 70% - 80% of total upload speed.
maximum number of connections = use the default after you have put 70 -80% of upload speed in auto configuration wizard. For 512 kbps, you can lower it so you download from less people. Remember, downloading at x kbps from 1 person is better than downloading it from 2 persons at the same rate so overhead is less.

using u torrent 1.8.1 many said its the best i have no idea some1 Pls tel which 1 to use and can i download multiple torrents at a time?

Me too use utorrent. It works fine without any settings. By default, it will support downloading more than one torrent at a time. But you change them from preferences.

According to the image you have posted here, it is clear that you are getting good speed. Because your plan offers you a speed of 320 kbps(not KBps) in day and 512 kbps(not KBps) in night. Because MTNL offers in "kbps" not in "KBps" and you are getting speed in "KBPS" .So divide these speeds(320 kbps and 512 kbps) by 8 and the resulting value is your true speed.
    320 kbps/8 =40 KBps, and 512 kbps/8 = 64 KBps.

You can only get a maximum download speed of 64kb/s and uploading speed around 50kb/s. You know some isp's provides good speed to new connection but its only for few days. They do these things just for customer building.
A basic rule is followed in unlimited broadband connection which is download speed ratio to your plan speed and its is very common in almost every isp= 1:8
    It means 512/8=64kb/s(download speed)
And don't think that this ratio must be similar to above ratio in all plans,It varies from plan to plan and if you want this ratio to be low that means you need to buy a higher plan and that's going to be limited plan(not unlimited). There are lots of plans which provide the ratio of 1:1 but those are premium plans and they will suck your lots of money.

If you are getting around 64kb/s then it means you are getting a good speed according to your speed.I am too a user of that same plan.
I Have 100/mbps connection pack But get only 30/kbps !!! What do you say!!!
