Default How to limit Internet Download Upload Speed?

    Hi
I am using BSNL 500c plan which is 1.5GB limit/month. When I am using alone then it was ok but now brother has came he was started using the net. He use Orkut and Facebook and download some wallpapers when i was not in the home. He uses net so much that even I can't use it.
He was also visit some adult sited but that i was blocked with parent control system. So, i want to limit my both speed (included upload) so that he won't be able to upload pictures in his sites and also can't download normal wallpapers.
I can't stop the internet, only want to reduce it speed. can i do with the help of any software???? But it should be password protected or hidden so that he wont be able to know and i can change when i use.

Also how can i save it orkut profile in hard drive(i hav pass). so that whenever he login the pictures should be loaded from hard drive, browser use to load from HDD and rest from internet. This will speed up and also saves bandwidth.

Any software to limit usage with in a specified time?? as I always download at night 2am to 8am, i always leave my pc on hibernate and rest of things software does. So the software does not limit download at night. It should start monitoring after 8 to night till 11:59pm (if possible). I have tried one software but it starts monitoring from beginning when every time i was connect to internet, it should not be like, it should be hide, & don't show any bar or nothing.

And Please don't say that change your plan to UL or anything. As I want to use this plan only.

And sorry for that my question is so big. and
Thanks for your time and assistance.

If got the software I will make it like a dial-up

Go to Start and Select Run

Type gpedit.msc (this will work for XP Professional, if home XP then you have to access mmc and go to local computer policy)

Click the plus next to the Administrative Templates under computer configuration.

Click the plus next to Network

    Click ON-QoS Packet Scheduler.

Over in the window DOUBLE CLICK Limit Reservable Bandwidth.

It should say NOT CONFIGURED. Change this by selecting the box ENABLED. Then change the 20 to 95. Now select OK.

the system will reserve 95% bandwidth
