First you have to apply for a landline connection after getting a landline connection, broadband facility is activated. So, first get a landline connection then apply for broadband. Where do you live?
If the landline at old location is in your name or any of your relative, you can ask for transfer of the telephone in same city/town. No charges involved.Did you disconnect the old LL?
Telephone rental is on monthly basis and BB on pro rata basis.
Check Tariff page and select plan for which no monthly rental is charged. Check limited combo plans.

Yes to have a BSNL connection you have to first get the landline connection and then you will get the Broadband connection.It is necessary to have a fixed line connection for BSNL broadband.Its cheap and its fast.
But if you dont want to have a fixed telephone line you can also opt for BSNL EVDO services like above mentioned.or anyother companies like reliance,MTS,Tata you can check if its available in ur city or not.
I personally would suggest for a BSNL connection if you are a heavy downloader then you can choose unlimited one,many unlimited plans makes you fixed phone rental free but you wont get the free calls.
You can always check for more tariff plans in your city at your closest Telephone exchange.
